Position Purpose:

To supply an effective, client orientated, professional property information service, guidance and all related physical data

capturing, including surveys, to all business units of Transnet, the public sector and other clients, utilizing specialised and

technical knowledge.

Position outputs:

Execute actions pertaining to the Geo-Spatial Office so as to align with the approved Strategic Business Plan.

2. Under the supervision of the Chief Property Technician assists

with:

2.1. Maintenance of the Land Asset Register by noting all land acquisitions, transfers, disposals and internal Transnet splits

into the Asset Register and checking this by doing monthly reconciliations with the FAR of the various Transnet Divisions


2.2. Maintenance of the GIS by recording all property transactions internal and external by inputting all data acquired from

survey and external sources to provide a graphical picture of Transnet’s property portfolio.

2.3. Update the Encumbrance Register by noting all encumbrances such as Wayleaves, Leases and Servitudes.

2.4. Asset verification (Rave) Maintenance for the Operational Divisions of Transnet including National Port Authority,

Transnet Pipelines, Transnet Freight Rail, Transnet Property and Transnet Rail Engineering including field verification of all

asset groups 11,12 and 13, Property Management Plans and updating of office records accordingly.

2.5. Issuing of a Transnet immovable property inventory across Transnet Operational Divisions to include Assets group 11 –
15.

2.6. Perform Reconciliations between the Operational Divisions FAR and the LAR, attend to any discrepancies that can be

attended to on the LAR and inform business divisions of discrepancies on the FAR for their attention. This to be done

monthly.

2.7. Produce various types of standard plans, using various sources of information, to assist in property decision making.

2.8. Produce various customised and specialised plans according to clients’ specifications, using various sources of
information available.

2.9. Creating and printing of various types and sizes of posters for information and/or presentation purposes, for both internal

and external clients.

2.10. Queries – providing information on all property related matters such as:

  • Rates accounts,
  • Land Surveyors Certificates,
  • Property descriptions, Ownership details,
  • Requests for Wayleaves/Encumbrances,
  • Applications for developments,
  • Investigations of ownership details,
  • Searches for title conditions,
  • Various admin duties such as:
  • Document Filing,
  • Office errands and other minor office tasks when required,
  • Printing, cutting and folding plans,
  • Assist with capturing of job cards, collating of the captured data
and preparing the information for monthly reports,
  • Acquisition of drawing office supplies in terms of Transnet’s
acquisition guidelines & keep and update inventories as well as

stationery, refreshments and protective clothing.

  • Deliver and collect data, information and plans from the Post
office and other Transnet offices and clients,
  • Creation or processing of requisitions/ purchase orders and
invoices on SAP

3. Under the supervision of the Land surveyor or Chief Property Technician assist with field duties that entails:

• Assist with Cadastral, Engineering, topographical, monitor,control, field data capture & project related surveys. • Determine


Lease Extents by means of field survey;

  • GIS data collection from field survey and other sources
  • Various Engineering related surveys for: fencing projects,determining lease extents and encroachments, volumetric
surveys, topographical surveys, levelling of railways, etc.
  • Loading & unloading of equipment & vehicles.
  • Driving of vehicles when required.
  • Setting up of survey equipment.
  • Line clearing & bush cutting.
  • Digging & searching for beacons.
  • Placing of beacons, building of control points etc.
  • Any other relevant task which may be required in the field.
  • Execution of projects such as new multi-products pipeline, Asset Ecosystem, Lease mapping, DUSI (Detection of
Underground Services and Infrastructure) and property disposal project.

4. Risk Management and Compliance

  • Compliance with all applicable legislation, Transnet policies and procedures as well as corporate governance requirements
  • Maintaining of all internal control systems

5. Under the direction of the Chief Property Technician ensure compliance with Human Capital Management directives:

  • Meet set objectives
  • Adhere to Succession Planning
  • Adhere to work-flow documents to improve productivity of processes in the office such as the production of plans, updating
of information etc.
  • Maintain a healthy labour relations environment so that the potential for disputes are effectively managed and minimised
  • Obtain the necessary skills and operating the available tools so as to perform in their functional areas in terms of Transnet’s
HR policies and procedures
  • Adhere to Transnet Performance Management system

6. Relationship Management

  • Maintain Stakeholders and Client relationships
  • Transfer of knowledge/work skills to new employees

Qualifications & Experience:

  • A 3 year National Diploma in Cartography, Survey or GIS is
required.
  • A Grade 12 Certificate and at least three years working
experience in an office environment similar to the Transnet
Property Geo-Spatial office.
  • Valid Motor vehicle Drivers Licence, Code 08/ B.
  • Computer literate (a working knowledge of AutoCAD is a
prerequisite)
  • Capability to apply land matters in accordance with Transnet
Property Practice and Law. Minimum Years Relevant Experience:
  • At least three years working experience.
  • Drawing of various types of plans using AutoCAD software.
  • GIS Data capture
  • Data collection and Topographic Survey using GPS and

conventional survey methods and equipment
  • Maintenance of Data (GIS, RAVE, LAR)
  • Computer and Software Knowledge:

Windows
AutoCAD Map
ArcGIS
Photoshop will be an advantage will be an advantage.
Databases will be an advantage.

Competencies:

  • Current working experience in one of the CAD Systems, however experience in AutoCAD will be an advantage;
  • Experience in Geographic Information Systems will be an
advantage;
  • Drawing office experience with a property background will be an
advantage.
  • Experience in GPS and other Field Surveys will be an
advantage;
  • Computer literate; MS Office, Survey Software;
  • Knowledge of the Land survey and Deeds Registry Act
  • Effective communication skills; Performance driven;
